|  | BiographiesLARRY R. CRANDALL Chair, Board of Directors In July 2010, Larry R. Crandall, became Chair of the Orange County Sanitation District (OCSD) Board of Directors. He represents the citizens of Fountain Valley where he serves as Mayor. Crandall has served on the OCSD Board since 2005. Prior to his appointment as Chair, he was Vice Chair of the Board of Directors (2008-2010). He also served as a member of the Planning, Design and Construction Committee and Chair of the Operations Committee (2007-2008). He has been actively involved as OCSD’s representative and the Vice Chair of the Groundwater Replenishment System Steering Committee since 2005.Crandall was first elected to the Fountain Valley City Council in 1998 and served Fountain Valley as Mayor in 2001 and 2005. During Larry Crandall’s first term as Mayor, he had a vision of a united community for ethical values and used his Mayoral year in 2001 to establish Fountain Valley as a Character Counts! City. By heading a leadership team of community, business and organizational members, various activities were sponsored and presented throughout the year that highlighted the importance of building character. Crandall believes the best way to give back to your community is to be involved. He continually demonstrates his commitment to public service in many ways. Crandall is a life member of the Veterans of Foreign Wars, Post 9557. He is involved in the Chamber of Commerce in Fountain Valley, also having served as its Vice President. He is a member of the Friends of the Fountain Valley Library as well as the Fountain Valley Historical Society. Crandall also serves as the Fountain Valley representative on the Orange County Transportation Authority (OCTA) and the Orange County League of California Cities.
Crandall has called many places home. Born in Illinois, he spent some of his childhood in Missouri and California. While serving in the U.S. Air Force, he was stationed in Texas, Thailand (during the Vietnam War), and Florida. He received an honorable discharge in 1974, and moved back to California and has called Fountain Valley home ever since. Crandall moved forward and earned his Bachelor of Arts degree in Political Science with an emphasis in Public Administration from California State University, Fullerton. Crandall and his wife, Sandra, have raised three children, Erica, Jillian and Mark. They are also proud grandparents of three grandsons, Clayton, Steven and Brandon.
TROY EDGAR Vice Chair, Board of Directors  Troy Edgar, Vice Chair of the Orange County Sanitation District (OCSD) Board of Directors represents the citizens of Los Alamitos. Edgar has served on the OCSD Board since 2008. Prior to his appointment as Vice Chair, he was a member of the Operations Committee and served as Chair (01/2010-07/2010). Edgar was elected as a City Council Member of Los Alamitos in 2006, and served as Mayor (2009-2010).
His current duties also include serving on the following Boards: Orange County Fire Authority, San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy, Orange County Council of Governments (OCCOG), Orangeline Maglev Development Authority, and the Southern California Association of Governments (SCAG). Edgar is also a member of the Los Alamitos School PTA, and the Los Alamitos Chamber of Commerce. He volunteers and sponsors the Los Alamitos Youth Sports AYSO, LAYB, and is an employer of Los Alamitos ROP.
Edgar has both a Bachelor of Science and a M.B.A. from the University of Southern California, Los Angeles. He has also been a guest lecturer at the University of Southern California on operations and business strategy.
Edgar served in the U.S. Navy as a Submariner. He is the founder, President, and Chief Executive Officer for Global Conductor, Inc. This company is a consulting, staffing and construction company that is based in Cypress. Edgar has more than 20 years of business and consulting experience for the many Fortune 500 companies within the following industries: Aerospace, Automotive, Consumer Products, Government, High Technology, Telecommunications, and Construction. Edgar and his wife, Betty, and his three sons live in Los Alamitos. |
