Plan Holder information is available at www.ocbinc.com.  To get to a specific project’s plan room, follow these instructions:  in this order, click on (1) PlanWell Enterprise; (2) Orange County; (3) Public Planroom (Go); and (4) Project Number Category (OCSD).  Once inside a specific project’s Planroom, click on the Plan Holders link to view the Plan Holders list.

What criteria are used to award construction bids?
The entire work will be awarded to one Bidder and the award, if made, will be to the lowest responsive, responsible Bidder within one hundred and twenty (120) days after the opening of bids, unless otherwise specified in the Special Provisions.

Do Contractor's need to be pre-qualified?
Contractor's are not required to be pre-qualified at OCSD.

Are Pre-Bid Meetings mandatory?
Not all Pre-Bid Meetings are mandatory but potential bidder's are urged to attend.  If the Pre-Bid Meeting is mandatory the Notice Inviting Bid will state that it is mandatory.

How can I find out the low bidder on a particiular project?

How can I find out the Subcontracor's for a recent bid.

What was the first advertisement date for a particular project?
Information is available at www.ocbinc.com.  To get to a specific project’s plan room, follow these instructions:  in this order, click on (1) PlanWell Enterprise; (2) Orange County; (3) Public Planroom (Go); and (4) Project Number Category (OCSD).  Once inside a specific project’s Planroom, click on the Notice Inviting Bid Document to view the issue date.  This is the Advertisement date.

How do I know when a job is going out to bid?
