Disadvantaged Business Program (MBE/WBE)

OCSD will be issuing Invitation for Bids (IFB's) for construction contracts for Federally Funded projects over the next several years. These projects will have requirements for making good faith efforts to contract with Small Businesses, Women-owned and Minority-owned Business Enterprises and Labor Surplus Area Firms established by the Federal Funding Agency.

Certified Small Businesses, Women-owned and Minority-owned Business Enterprises and Labor Surplus Area Firms are encouraged to submit bids to the District on these projects. Non-certified primary contractors are encouraged to solicit Small Businesses, Women-owned and Minority-owned Business Enterprises and Labor Surplus Area Firms to participate in their sub-contractor bids on these projects.

In order to be considered as a Small Business, Minority-owned or Women-owned Business Enterprise for the District’s Federally Funded projects, a company must have a current certification from an agency that complies with federal certification requirements.
