FOUNTAIN VALLEY, CA --May 12, 2008 --  James D. Ruth, Orange County Sanitation District General Manager, received the Greater Los Angeles Federal Executive Board Leadership Award at the annual Public Service Recognition Week ceremony held May 7, 2008 in Long Beach.

Ruth received the award for his exceptional leadership, personal commitment and great contributions to public service. He was nominated by members of the Orange County Sanitation Board of Directors and was one of six winners out of more than 120 professionals and organizations who were considered for the awards.

"I am honored to be recognized by the Federal Executive Board," said Ruth.  "To be in the company of so many worthy nominees makes this recognition even more special to me."

"After nearly 50 years of public service, James Ruth is well deserving of this recognition.  As a former recreational services professional, City Manager, County CEO, and now as General Manager for our agency, he has provided extraordinary service to the public during his long and distinguished career," added OCSD Board Chairman Jim Ferryman.

Ruth came to the Orange County Sanitation District a little over two years ago after serving as CEO for the County of Orange.  Ruth’s goal was to improve the agencies’ efficiency while continuing to support the mission of protecting the environment, managing a massive capital improvement program and taking a strategic, long-term approach to conducting business. 

Ruth restructured the agency, developed a five -year strategic business plan, and instituted employee development programs to address long-term staffing, management and leadership issues.  He negotiated six long-term labor agreements to stabilize employee relations, keep salary, and benefit costs at a reasonable level and reduced the Capital Improvement Program by $474 million without compromising environmental safety.

The Greater Los Angeles Federal Executive Board was created by President John F. Kennedy and specializes in intergovernmental collaboration in support of the missions of 230 Federal agencies in the Greater Los Angeles Area. Each year it hosts a weeklong observance, which offers governments around the nation a framework in which to celebrate, recognize and identify the important contributions of millions of dedicated public servants provide to the nation.


The Orange County Sanitation District is a public agency responsible for safely collecting and treating wastewater (sewage) for 2.5 million people. OCSD beneficially reuses and recycles the treated wastewater and other resources resulting from the treatment process. It is a special district established by the California State legislature and governed by a 25-member board of directors.
