Capital Improvement Program

The Capital Improvement Program (CIP) is an 18 year plan that includes estimated costs and schedules for 138 capital improvement projects. The total estimated cost is $2.5 billion.

Over the next 18 years, OCSD’s CIP will accomplish:

  • Major rehabilitation of existing headworks, primary treatment, secondary treatment, ocean pipeline pumping and biosolids handling facilities at both plants
  • Replace or rehabilitate 16 of OCSD’s sewage pump stations and 44 large sewer trunklines throughout its service area
  • Fund cooperative projects to help local cities upgrade their sewers
  • Disinfect the ocean discharge to reduce bacteria levels
  • Reclaim 70 million gallons per day of OCSD’s highly treated effluent
  • Achieve secondary treatment standards
