Construction Program

The Construction Capital Improvement Program (CIP) is an 18-year plan that began in 2002 with estimated costs and schedules for approximately 114 improvement projects. The total estimated cost is $2.5 billion.

By 2020, OCSD’s CIP will accomplish:

  • Major rehabilitation of existing headworks, primary treatment, secondary treatment, ocean pipeline pumping, and biosolids handling facilities at both plants
  • Replace or rehabilitate 16 of OCSD’s sewage pump stations and 44 large sewer trunklines throughout its service area
  • Disinfect the ocean discharge to reduce bacteria levels
  • Reclaim 70 million gallons per day of OCSD’s highly treated effluent
  • Achieve secondary treatment standards
