Air Quality Program

OCSD’s two wastewater treatment plants are located in the South Coast Air Basin, which is under the jurisdiction of the South Coast Air Quality Management District (SCAQMD).

Each year OCSD spends about $5 million in labor, chemicals, monitoring, fees, and research & development to comply with air quality requirements, and has invested more than $80 million in the past 15 years for capital improvements related to air pollution control, including odor control.

The Air Quality Program meets specific goals in support of the District’s mission of protecting public health through:

 

  • Achieving full compliance with regulatory requirements in the most cost-effective manner
  • Proactively participating in the development of all applicable air quality laws, rules, and regulations to ensure that these are fair as well as to promote and cooperate in the regional effort to achieve improved air quality in the South Coast Air Basin
  • Building and promoting communication with the local, state, and federal agencies in developing air quality regulations and achieve their implementation
  • Actively participating in the development and implementation of methods and technologies directed to reduce air pollution from its processes and equipment including reduction of health risks to the surrounding residents and businesses
