The Orange County Sanitation District (OCSD) completed a district-wide comprehensive Classification and Compensation study in 2002. The OCSD’s pay philosophy is to attract and retain employees by offering competitive salaries. Job ClassificationsThe classification program at OCSD is traditional in nature. There are 155 classifications; most are grouped into job families allowing employees to advance as they acquire new knowledge, skills, abilities, education, experience, duties and responsibilities. Jobs are narrowly defined; employees work as specialists rather than generalists. Each job has a classification specification. A classification specification is a description of a particular class or a series of classes which provides a summary list of representative duties, required qualifications and physical demands and the working environment. Compensation Overview The compensation program at OCSD is traditional in nature. There is one pay range matrix for all classifications. The range maximum of each pay grade is 2.5% higher than the range maximum of the preceding pay grade. Ranges are 25% wide except for pay grades 104 and higher. These pay grades (Department Heads, Assistant General Manager and General Manager classifications) are 50% wide. The District’s pay range matrix was developed by surveying benchmarking classifications for thirteen comparison agencies.
