State College Construction in Anaheim - December Update
December is a time for holiday festivities, but for OCSD, it’s a time for construction. And that’s exactly what we’re doing on State College Blvd. in the City of Anaheim.
We have multiple crews working along State College from Orangewood Ave. to Ball Rd. to replace the existing sewer pipeline and expedite the work.
Where we are and what we’re doing: December Update
From Orangewood to Katella crews are installing the sewer line by open-cut construction. That means we are excavating to place the pipe in the ground.

Katella intersection: water line relocation for the City of Anaheim. This work is being combined with our project to eliminate a future project from taking place following our construction.
Monday – Friday, 8:30 a.m. to 3:30 p.m.
There will be lane reductions and turn restrictions, please use Howell Avenue and Gene Autry Way to make a U-turn and continue onto Katella.
- Underneath Katella to Howell we have a jack and bore machine drilling underneath the street to prevent digging up the entire street. This minimizes traffic.
From Cerritos to Ball crews are installing the sewer line by open-cut construction. That means we are excavating to place the pipe in the ground. There is also a crew relocating a city water line.
Work hours are Monday - Friday, 7 a.m. to 7 p.m. Saturday work can be expected from 7 a.m. to 5 p.m. Occasional night work may be required. Currently one travel lane in each direction is being utilized for the construction, a second lane may be used during the non-peak hours of 8:30 a.m. and 3:30 p.m.
**Due to the nature of the work, the sewer replacement at the major intersections will take place at different times, details to follow as construction progresses.

The project is replacing four miles of sewer along State College Boulevard from the SR-91 to Orangewood Avenue in the City of Anaheim. Construction began in summer 2018 and is scheduled to be completed in late 2020. Once the project is complete, eight million gallons of wastewater will be diverted to OCSD’s Plant No. 1 in Fountain Valley for treatment before being send to the Groundwater Replenishment System. This is Phase B of a two-phase project; Phase A was completed in 2017 and took place from Yorba Linda Blvd. to SR-91 in the City of Fullerton.
