State College Sewer Construction Update - February 10, 2020

Installing four miles of pipe is easier said than done when the pipe is 20-feet deep. Thus far, we've installed three miles of pipe leaving us with approximately one more mile to go. We have been very busy connecting all the laterals to the new sewer line to make sure service is not interrupted and also restoring the areas that are completed. The final stretch from Underhill to Vermont is about to begin and extended work hours will be required. Take a look at all of our current and upcoming activities below:

SR- 91 to La Palma Avenue

  • Sewer installation is complete
  • Lane reductions and turn restrictions
  • Monday - Friday, 8:30 a.m. - 3:30 p.m. and Saturdays 7 a.m. - 5 p.m.
  • Intermittent left-hand turn restrictions into Sycamore Plaza and Granada Square
  • Ongoing – Spring 2020* 

La Palma Avenue to Underhill Avenue

  • Sewer replacement which involves shoring, excavation, and installation of the pipeline. Shoring may trigger minor vibration.
  • Monday - Friday, 7 a.m. - 7 p.m.
  • Through spring 2020*

Underhill Avenue to Vermont Avenue – Extended Work Hours

Scheduled to begin in March 2020.  This section of the project requires a different construction method than what has been used in other areas. The new pipe needs to be placed in the same location as the current pipe which requires the use of bypass pumps to reroute the flow and eliminate the need to disrupt sewer service. This method is more complex which in turn requires longer shifts to expedite the work and minimize the risk to the public.

  • K-rail set-up, street restriping, median removal, shoring, excavation, install pipe. Shoring may trigger minor vibration.
  • Monday – Saturday, 9:30 a.m. to 5:30 a.m. (20-hour workdays)
  • March – fall 2020*
  • Two community meetings are taking place to discuss the work in this area. Details can be found HERE.

 Ball Road to Vermont Avenue  

  • Street restoration including landscaping, irrigation, and paving.
  • Intermittent left turn restrictions
  • Monday - Friday, occasional Saturdays. 7 a.m. - 7 p.m. (Night work may be required at times)
  • Through Spring 2020*

Winston Avenue to Cerritos Avenue

Lateral connection staging area. Now that most of the pipe has been installed in the southern area of the project, laterals need to be connected to the new sewer line to maintain service. Staging area is required for the large equipment that will be used to perform the work.

Howell Avenue – Nighttime Detour

  • Lateral connection to main sewer line.
  • Lane reductions. Detour will be in place at night only as work occurs in the intersection. See MAP for details.
  • Monday - Friday, 8 p.m. - 6 a.m. Occasional Saturdays.
  • Ongoing – February 2020*

Platinum Triangle (Orangewood Avenue to  Howell Avenue)

  • Manhole construction and lateral connections to new sewer line. This activity requires shoring and excavation which may trigger minor vibration.
  • Lane reductions and turn restrictions are necessary.
  • Monday - Friday, 5 a.m. - 7 p.m., occasional Saturdays.
  • Ongoing - March 2020

Project Description:

The project is replacing four miles of sewer along State College Boulevard from the SR-91 to Orangewood Avenue in the City of Anaheim. Construction began in late summer 2018 and is scheduled to be completed in 2020. Once the project is complete, eight million gallons of wastewater will be diverted to OCSD’s Plant No. 1 in Fountain Valley for treatment before being send to the Groundwater Replenishment System.  This is Phase B of a two-phase project; Phase A was completed in 2017 and took place from Yorba Linda Blvd. to SR-91 in the City of Fullerton.
